Dr Lily Fraser MBChB, Distinguished FRNZCGP

Kāi Tahu

Dr Lily Fraser is a trailblazing GP and Clinical Director committed to equitable healthcare through kaupapa Māori frameworks. A Kohanga Reo and Kura Kaupapa Māori graduate, she integrates Te Reo Māori into her practice daily, ensuring culturally responsive care for Māori and Pacific whānau.

Lily graduated from Waipapa Taumata Rau, the University of Auckland, in 2004 and has since dedicated her career to empowering communities through healthcare. From 2011, she worked as a GP and Clinical Director at Turuki Health Care in Māngere, Auckland, mentoring medical students and junior doctors while championing low-carbohydrate nutrition to support whānau in achieving healthier lifestyles.

Lily recently returned to her Kāi Tahu roots in Ōtepoti, served Te Kāika as a GP and Clinical Director and now serves as the Clinical Director for Te Hā o Maru Health and Social Services.  Te Hā o Maru is owned and operated by Te Rūnanga O Moeraki and adopts a kaupapa Māori approach to deliver equitable health and social services, with a focus on prevention and equity for Māori and Pacific peoples. In 2023 Lily became a Distinguished Fellow of The Royal New Zealand College of General Practitioners (FRNZCGP).

Lily's passion for education continues in her new role at the University of Otago, where she teaches Hauora Māori as part of the Kōhatu team at the Medical School. She also serves as the Chairperson of her whānau whenua block at Pūrākaunui, contributing to her iwi’s aspirations for cultural and environmental revitalisation.

A champion of Te Reo Māori revitalisation, Lily actively supports Kāi Tahu’s Kotahi Mano Kāika strategy, ensuring the language thrives for generations. She attributes her commitment to reo Māori and healthcare to the influence of her whānau and marae upbringing, grounded in the fight to preserve Māori culture.

Dr Lily Fraser is an inspiring leader, empowering Māori and Pasifika students and communities while transforming lives through culturally attuned, patient-centered healthcare.
